Development of Oil Spill Sensitivity Assessment Method for Aleutian Islands Risk Assessment, on going Part of ERM team undertaken detailed risk assessment of potential oil spill events in the Aleutian Islands, Alaska. Responsible for developing an approach to assess sensitivity of receptors to oil spills.

Supervisor Health and Safety Competency on going Part of ERM team assessing construction supervisor’s HES competence for a major offshore oil and gas project, Kazakhstan.

Oil Spill Response Plan for Operational Phase of Crude Pipeline in Kazakhstan 2009 Responsible for completion of the operational phase oil spill response plan for a major cross country crude oil distribution pipeline in Kazakhstan as part of the financial due diligence requirements under the Equator Principles. The work involves producing the first draft of the report including the environmental risk assessment and environmental sensitivity analysis, communications, organisational structure and tactical response plans.

Specialist input to unplanned events sections of EIAs for developments in Greenland and Arctic Russia 2010 Principal author of sections on oil spill impacts for two major oil and gas EIA projects for ERM.

Oil spill Risk Assessment for Transbalkan Pipeline EIA 2009 to 2010. Principal author of an oil spill risk assessment for the Transbalkan pipeline marine terminals in the Black Sea and Mediterranean Sea for ERM.

HES Advisor for LNG Plant Construction Project Angola 2006 to 2009. Contracted initially to Chevron and then Angola LNG (AnLNG) working in Soyo, Northern Angola. AnLNG are constructing a major gas liquidification and export terminal on the south shore of the Congo Estuary. Advice for the Project Management Team was provided on a wide range of HES issues including the following:

delivering the mitigation measures identified in the ESHIA and the contract agreements with construction contractors;
developing HES management programmes for the various stages of the construction programme i.e. UXO clearance, dredging and land reclamation, pipeline construction and EPC phases;
- providing HES inspections of contractor’s operations;
- providing specialist advice on marine HES issues;
- delivering Incident and Injury Free induction training for new staff;
- maintenance of air quality monitoring equipment;
- providing specialist input to the Emergency Response Management Team;
- providing the site with GIS support using Arcmap GIS software,
undertaking specialist studies for example coastal impacts and water quality monitoring; and
support for site wildlife advisor and on site management of cetacean and turtle conservation programmes.

Contractor Health and Safety Compliance Audit Kazakhstan 2009. Part of ERM team assisting a major oil and gas company with auditing of construction contractor health and safety performance against contract requirements for an onshore processing facility Kazakhstan.

Safety Management Systems and Safety due Diligence Auditing for EBRD 2008 Designed and delivered elements of a training seminar covering safety management and liability. The output included a safety risk screening tool, a due diligence safety audit checklist and delivering training on safety auditing technique.

Environmental Risk Assessment for Grangemouth Complex COMAH Safety Reports 2004. Project manager for a programme of COMAH environmental risk assessments for the BP Grangemouth complex. This included BP Chemicals, BP Grangemouth Refinery, BP Kinneil Oil and Gas Terminal, Dalmeny Tank Farm/Hound Point Tanker Terminal and Finnart Terminal. The team consisted of four environmental and risk engineering specialists based part time on site. This work involved undertaking detailed event tree analysis, including deterministic and stochastic oil spill fate modelling, consequence analysis and risk assessment using the BP COMAH Tool Box method.

Environmental Audit and Review of Exploration Activity for a Major Oil and Gas Company Operating in the Northern Caspian Sea, 2001. Provision of specialist technical input as part of a two person team during a three week intensive audit and review of offshore and onshore facilities, environmental management systems and pollution control equipment. The assessment culminated in a presentation to senior management. This work involved close cooperation with senior officials of the local environmental protection agency.

Disposal Options Study and Risk Assessment for Waste Sulfanol Solvent for an LNG production facility in Borneo, 2001. In collaboration with ERM’s KL office provided a high level ERA of the deep-hole disposal option for the waste sulfanol in a disused oil production well. The assessment of environmental risk was based on the Source-Pathway-Receptor model.

Environmental Risk Assessment of Synthetic Drilling Fluid Formulations for Shell, 2001. This contract was completed in Malaysia. Provided technical input to a comparative assessment of the impacts associated with different synthetic drilling fluid formulations. A risk assessment of base fluid formulation for different types of drilling operations ie deep water, coastal etc was undertaken using Shell corporate environmental risk assessment methods. This work also considered operational factors and assessed and compared technical advantages and disadvantages of different base fluid options.

Environmental Risk Assessment for Exploration and Production Phases of a North Sea FPSO, 1998. Project manager for this project which used environmental risk assessment techniques developed for UKOOA by ERM Scotland.

Development of Environmental Risk Assessment Method for Oil Spills at Sea on Behalf of UKOOA, 1997. Project manager for the development of a method for assessing the environmental risks associated with oil spills from offshore oil and gas developments. The method combined conventional quantitative risk analysis and oil spill trajectory modelling techniques with an environmentally based approach to the determination of tolerability. The project output was reviewed by a scientific steering committee which consisted of academic staff, industry specialists and regulators.

Waste and Decommissioning Study Projects

Options for Treatment of Recovered Marine Drill Cuttings UKOOA 2001. Project manager of a study which described and compared options for treating and handling recovered drill cuttings as part of the UKOOA Drill Cuttings Research Initiative Joint Industry Project. The report compared the options using a BPEO assessment method which considered: technical feasibility, environmental impacts, costs, logistics, stakeholder acceptability, regulatory compliance and health and safety. Each main topic area used in the assessment was considered in detail. The output was reviewed by a scientific review committee (see the UKOOA website on http://www.ukooa.co.uk/issues/drillcuttings/reports.htm).

Assessment of Offshore Treatment Methods for Aqueous Wastes Generated During the Recovered Drill Cuttings for UKOOA, 2000. Project manager for this contract project which was part of the UKOOA Drill Cuttings JIP. Provide support to the project director and technical assistance to the project team. We assessed various technologies available for treating aqueous wastes created during the recovery and treatment of drill cuttings offshore.

EIS and BPEO Study for Decommissioning of a Wrecked Platform off the Malaysian Coast for a confidential client, 2000.Provided specialist input to the Phase II and III reports ERM KL office. Specifically responsible for developing assessment criteria for the BPEO study and scoping the EIS.

Assessment of Offshore Treatment Options for Recovered Marine Drill Cuttings for UKOOA, 1999. Project manager for this part of the UKOOA Drill Cuttings JIP. This element of the study involved identifying and assessing the various technologies available for treating recovered drill cuttings offshore. The project included a data recovery step in which we contacted suppliers of treatment technologies to provide the information necessary to assess and compare the feasibility of treatment options. Responsible for developing a BPEO method to undertake this assessment.

Assessment of Techniques for Covering of Drill Cuttings Piles in situ for UKOOA, 1999. Project manager for this study, which was part of the UKOOA Drill Cuttings JIP. This project identified options for covering cuttings piles in situ. The various covering options were compared using a BPEO assessment method.

Environmental Assessment, Drilling Waste Disposal Options Study and Management Plan for an Offshore Oil Field in Brunei, 1998. This work involved a period working in Brunei. and supervision of the survey logistics and sampling programme and later the production of an EIS and environmental management plan. Specific management measures were recommended to augment the client’s existing HES management arrangements. This project also involved a comparative assessment of drilling waste disposal options.

Prediction of Waste Generated by Anticipated Oil and Gas Exploration and Generation Activity in Falklands Area, William Halcrow and Partners, 1997. Production of a specialist technical report for this study which was undertaken ultimately for the Falklands Islands Government. Consultations were undertaken with industry representatives operating in Falkland Island’s waters and waste contractors serving the UK oil and gas industry. The volume and characteristics of wastes likely to be created were estimated based on the relationship between the amounts of wastes produced from the UKCS in different years and the corresponding amount of drilling and production of activity.

Coastal Engineering Sector Projects

Lender Due-Diligence Audit of Port Facility in Ukraine. Completed a lender’s health safety and environmental due diligence audit of a grain handling facility in Ukraine to EBRD and IFC guidance. Approximately $1 million of safety and environmental improvements were identified during the inspection.

EIA for Duchy of Cornwall 2008 Commissioned by the Duchy of Cornwall to complete a statutory Environmental Statement for a slipway and boat maintenance yard on the Isles of Scilly. This development is located in one of the most sensitive and protected locations in the UK.

Marine Impacts Assessment for Ayrshire Power Clean Coal Technology Power Station EIA on-going. Producing marine impacts section of an EIA for a major clean coal power project in Ayrshire Scotland. This project will require reclamation of an area of SSSI in the Clyde Estuary and major coastal construction work.

Off Island Quay Refurbishment EIA Duchy of Cornwall, 2006. Project manager for the production of five statutory environmental statements for improvements to off-island quay facilities in the Isles of Scilly. This work involved organising all survey work including, coastal processes, ecology, cultural heritage and landscape and visual. The designs were developed by consultations with local boat users and other stakeholders.

Environmental Specialist, Taweelah B Power and Desalination Facility EIA UAE, 2006. Project specialist with responsibility for planning and execution of the marine studies contributing to the EIA and advising on World Bank/IFC guidance. Assisted with the in-country Public Consultation and Disclosure Plan. The proposed development was located in a sensitive coastal area, east of Abu Dhabi in UAE. The EIA was undertaken to World Bank Guidance in order to satisfy lender due diligence requirements.

Warrenpoint Harbour Deepwater Quay and Ro Ro Berth EIA, 2005. Project manager working for design engineering team and responsible for procurement of the main EIA contractor, quality control and production of final environmental statement. This project involved extensive public consultation.

EIA for Government View Procedure for Marine Aggregate Extraction Licence on South Wales Coast for Llanelli Sand Dredging Limited 2001. Project manager for environmental studies in support of the preparation of a Government View for two aggregate extraction licences. This work involved assessment of impacts on marine biota, fisheries, sea mammals and birds and assisting the client in consultations with stakeholder groups and the National Assembly of Wales. The extraction site was within a pSAC.

EMS for Parson Brinkerhoff Utilities Construction Palm Jumeirah project off Dubai 2004. Lead technical author of a preliminary assessment of environmental risks and preliminary EMS to control environmental effects of the utilities design, construction and subcontractor activities.

BPEO Studies for Leith, Rosyth and Grangemouth Docks Dredge Material Disposal FEPA Licence Application, Forth Ports 1999. Project manager for the production of BPEO studies as part of a FEPA licence application for the disposal of dredged material within the Firth of Forth pSAC.

Small Isles Ferry Terminals Environmental Assessments Highland Council, 1998 Project manager for the production of environmental assessments for ferry terminals the islands of Canna, Rum, Eigg and Muck and also for Inverie on the Knoydart peninsula. Each of these sites is highly sensitive and some are designated under the Natura 2000 program. This project required extensive consultations with interested parties, the owners and occupants of the Islands.

Environmental Assessment of the Londonderry Airport Over-run Area, 1998-98. Project specialist for the environmental assessment of this highly sensitive development within the Lough Foyle SAC. Responsible for marine and coastal issues and consultations with the client, NGOs including the RSPB, the Environment and Heritage Agency and the Local Authority.

Harbour Extension Environmental Assessment for Warrenpoint Harbour Northern Ireland, 1997-2000. Project manager for a harbour extension located within the Carlingford Lough SAC in Northern Ireland. The project required the co-ordination of a multidisciplinary team of engineers and scientists and a programme of consultations with statutory consultees and the local community. Subsequently represented the authority as an expert witness in a local planning enquiry.

Assistance for Warrenpoint Harbour Authority with the Identification of Grain Handling Equipment 1998-99. Management of the production of a report on the options for grain handling equipment with specific reference to mitigation of grain dust nuisance.

Assistance for Londonderry Ports with IPC Authorisation for Coal Handling 1998-99. Management of the production of an application for authorisation to handle coal at Londonderry Port. This work involved consultations with the Port’s officers and dockside staff, the Local Authority and coal merchants responsible for coal handling within the Port area.

Scrabster Harbour Inner Basin Improvements Environmental Impact Assessment 1997. Project manager for an EA concerning improvements to Scrabster Harbour. The project required the co-ordination of a multidisciplinary team of engineers and scientists and a programme of consultations.

Babtie Group, Seconded as Principal Environmental Scientist, 1996-1997. Seconded on a part-time basis to the Babtie Group, Glasgow. Responsibilities included providing environmental support for the engineering staff and project management of various environmental studies. Acted as project manager for the Carnoustie Arbroath Waste Water Treatment Scheme EA.. The scheme was proposed as a PFI project. Also worked on a number of other projects including, harbour extension works at Cromarty, coastal and flood defences in Cockersands, Lancashire.

Skye Bridge FEPA Licence Application 1996. Provided specialist marine input into the BPEO study of disposal options for construction waste from the Skye Bridge development site.

Loch Goil Dredged Material FEPA Licence Application BPEO study. Marine specialist for this study concerned with the deepening of a submarine acoustic test area within the Firth of Clyde.

Survey of Bar Point Dune and Beach System Isles of Scilly, Isles of Scilly Marine Park Committee 1996. Design of a survey programme to establish the cause of coastal erosion of the Bar Point beach and dune system on the island of St Mary’s in the Isles of Scilly.

Strathclyde Regional Council, Sludge Disposal Strategy, 1992. Responsible for co-ordination of the environmental input into the final draft report of the Strathclyde Regional Council, Sludge Disposal Strategy and the EA of the existing sea disposal option. This involved liaison with the project engineers from Montgomery Watson and reporting the results of various studies and assessments. Contributed to the marine impacts section of the ES and the appraisal of sludge disposal options.

Inverness Main Drainage Scheme, Montgomery Watson and Highland Regional Council, 1992-93. Produced the final drafts of the ecological technical annexes for the main environmental statement.

Grampian Regional Council, Sludge Disposal Strategy, 1991. Member of the team investigating the options for sewage sludge disposal for Grampian Regional Council. This involved site visits to existing sludge treatment facilities and proposed sites.

Fraserbugh Long Sea Outfall Feasibility Study, Grampian Regional Council, 1989. Working for AURIS Environmental as project manager and team member for the marine environmental studies associated with the Fraserburgh Long Sea Outfall Feasibility Study. This included a diving survey, grab survey, an intertidal rocky shore and soft sediment survey.

Environmental Specialist, Angola LNG Site Selection 2004. Environmental specialist contributing to the site selection report for an LNG facility in Angola. This major project was planned by a joint venture of Sonangol, BP, ChevronTexaco, Exxon and TFE. The site location in Zaire Province on the Congo River Estuary is highly sensitive. The project team undertook an Environmental, Social and Health Impact Assessment compliant to World Bank guidance.

Member of Project Team for the Greater Plutonio Deepwater Development EIA off the Angolan Coast, 2002. Technical review of the marine impacts section of an EIA for the Greater Plutonio FPSO development located in deep water off the Angolan coast. Responsible for completing the marine impacts section and assessing the options for the treatment and disposal of cuttings. The project involved working in Angola for BP on the project and presenting the proposed EIA scope to the Ministry of Petroleum and Ministry of Fisheries and the Environment in Angola.

BP Wildlife Website 2001. Technical author for a number of web pages on marine environmental issues relating to BP’s Atlantic Frontier fields. These included general marine biology, impacts of the oil and gas industry and impacts on whales and cetaceans.

ISO 14001 Assessor for Major Downstream Gas Distribution Company. Completed over 15 ISO 14001 assessment audits of gas distribution and storage sites across the UK as an assessor and lead assessor working for ERMCVS.

Marine Survey of Near Shore Location in Northern Gulf of Thailand, Harrods Energy, 2000. Leader of a joint survey team including specialists from a local University and the Thailand Fisheries Department. The study included collection of sediment quality samples, water quality samples and oceanographic parameters.

HSE Advice for Cairn Energy India 2001. In-country HES specialist, client liaison and technical advisor to work alongside Cairn Energy India exploration and production personnel. This contract included specialist project specific studies including EIS, risk assessments and HES audits of offshore and onshore facilities.

Client’s Representative on Benthic Survey in the English Channel for BHP 2001. Responsible for interpretation of side scan sonar output, survey design, technical quality control survey logistics and health and safety management of the survey crew for a week survey program on a single well exploration site in the English Channel.

EIS of a Produced Water Discharge off the Coast of Borneo for Shell Brunei, 2000. Working from Kuala Lumpur office provided assistance to ERM Malaysia office with the completion of a marine baseline report and EIS of a proposed produced water discharge. The EIS included an assessment of the effects of the current discharge and the potential health risks to local people from contaminated seafood.

EIS and Environmental Management and Monitoring Plan for Offshore Oil and Gas Development in India for Cairn Energy, 2000. Provided specialist input and project management for the production of EIS reports for three offshore exploration projects on the east and west coasts of India. This project involved two visits to India for consultations with project engineering staff.

Environmental Management and Monitoring Plan for an Oil and Gas Client in Brazil, 1999. Provided technical support for the acquisition of an offshore asset in Brazilian coastal waters. The scope of work included identification of the key environmental issues and production of a detailed environmental monitoring and management plan for review by the donor organisation, OPIC.

Environmental Survey of an Offshore Oil Field in the Caspian Sea for Dragon Oil, 1999. Member of the survey team and responsible for the design and implementation of the field work programme of an oil and gas production area in the Caspian Sea, off the coast of Turkmenistan.

Environmental Management Plan of the South Dome Oil Field for Occidental Petroleum, Qatar, 1997-98. Responsible for the design and implementation of a marine survey and development of an environmental management plan for the South Dome oil and gas production field off the coast of Qatar. Information acquired through consultations, audits and surveys was used to identify priority action areas.

Environmental Management Plan of the North Dome Oil Field for Occidental Petroleum, 1996. Responsible for the design and implementation of a marine survey program and assisted with the interpretation and presentation of the results for the North Dome oil and gas production field off the coast of Qatar.

Production of a Cradle to Grave EMS for BHP, 1996. Developed guidance on environmental management systems for BHP’s offshore oil and gas exploration and production activities. The output included flow diagrams of the environmental management process and supporting guidance notes for each stage in the life cycle of a development. The system was designed to augment the existing management principles used by BHP and to take into account the integration of environmental issues in the design process and operational decision making.

Environmental Surveillance and Impact Assessment for a Near Shore Exploration Drilling Program for Kerr McGee Oil UK plc, 1994-96. Responsible for the design of marine investigation programme for a coastal location in the English Channel. Specifically responsible for the project management of the diving surveys in Lyme Bay and the Fleet Lagoon, undertaking an EIS of the drilling program and overseeing the health and safety management for all survey teams during the two year survey period.

Surveys

Responsible for planning and executing over 60 marine environmental studies of UKCS exploration and production fields, extensive experience of planning and running coastal and intertidal surveys using a variety of techniques including grab and core sampling, diving and video equipment. These surveys have included the use of multi parameter water quality meters, spatially continuous acoustic mapping, wave and currents meters.
